There are many ways to make borders - probably as many ways as there are people who want to make them. Here's a simple way to get one:
Use the Rectangular Marquee Tool to make a selection where you want your border to be (you're actually selecting what's inside the border). If it's not right, got to Select > Transform Selection and adjust it (just like changing the size or shape of an image using the Move Tool).
Next, go to Select > Inverse - this will make the selection encompass the border area instead of the inside and you should see two sets of marching ants. Click the Add New Layer icon, at the bottom of the Layers Palette, then fill the selected area (simplest way = hold ALT and tap BACKSPACE to fill with your foreground color).
You could, then, go to Styles and try all of the unique Style settings variations available or click the Add Layer Style button (again, at the bottom of Layers) and create your own. You could add an Outer Glow or a Stroke and reduce the Fill Opacity (top of Layers - under Opacity) so that you only see the added effects. The possibilities are endless
