There is an option to make the brush use various colors, based on the foreground and background colors you have selected, but it only changes color for each instance that the brush is stamped. Each stamp will be a solid color but, if you hold down the mouse button and draw with it, it will change colors each time. This isn't what you're looking for, though. I don't believe that it's possible to make a brush use multiple colors at once.
That doesn't mean that there aren't other ways around it. You can stamp your brush on it's own transparent layer, then hold CTRL and click on the layer thumbnail (v. CS2) or the layer name (previous versions) to get a selection based on that brush's shape. Next, go to Filter > Render > Clouds and it will fill the selected area with variations of the colors you have set as fore- and background. (You can hold CTRL and tap the " F " key to redo it until you like what you see). Re-select it and click the half-black, half-white circle icon, at the bottom of the Layers Palette, to Add an Adjustment Layer, and choose Gradient Map. Double click the gradient box in the dialog that appears to choose different gradient variations or create your own.
As for the text, you could try adding a Style, ---(by clicking the button with the " f " in it, at the bottom of the Layers Palette), such as Stroke, Drop Shadow or Outer Glow, then, at the top of the Layers Palette, reduce the fill Opacity to make the letters disappear while leaving just the effects.
