can anybody tell me how to do this effect tht is on this pic

Reason: just to make it clear
First things first.
It has a terrible design. The image is 1meg....
it is an animated gif.
The glow can be achieved in many ways, I'm thinking of a blurry white layer on top of the main design, saving each frame with different opacity settings.
Sorry if I was to vague.
Get your background picture.
Get your yet-needed-to-glow thingy
Put them in a layer above the background pic.
Do your design things.
When ready do this:
Select your future-glowing things
drop another empty layer above
Press X then D (reset to black and white then exchange them)
Press Alt+Del (fill with foreground color)
Goto filters Blur->Gaussian Blur and choose a setting that fits
Now play with this layer opacity and you should get the idea.
jump to imageready (last button in the tool palette)
There is only one frame
set the delay to 0.5 secs
duplicate this one, drop layer opacity
duplicate the second, drop it
and so on...
Press play and watch.
