If you're talking about new fonts you've just downloaded, most fonts are downloaded in .zip format. Simply click on the zip file and if should extract to a .tff file. Once you have it in this form, just copy and paste it to the "font" subfolder in the "windows" folder.
Close Photoshop, then reopen it, the new fonts should be installed.

Yup! The most common problem with fonts is that they extract the .TTF directly from the .ZIP into the /windows/fonts folder. This doesn't work - you should first unzip and THEN copy across, or nothing will work! :]
My Computer (Folder Should be on your desk top)>> C Drive (or whatever drive your folders are in) >> Windows >> Fonts
should bring you to your fonts.. I think your asking what folder windows is in right? Would ultimately be in your C Drive folder, well mine is.. if you havent changed your drives around it should be in the C drive
