I’ve had the same problem when trying to contract or expand circle and square selections greater than a couple of pixels, so instead of using select-modify-contract/expand I now use select-transform selection. Hopefully someone else will have a better solution for successfully using select-modify-contract/expand; meanwhile you may find select-transform selection useful.

Nope - I think candlefish has got it exactly right. Apparently the complicated maths that go on in the background during Select > Modify > Contract/Expand have problems with holding an exact shape (such as a perfect circle) if the modification is more than a few pixels.

Make your selection, then use Select > Transform Selection and drag one of the corner handles. If you hold down Shift+Alt while you drag, the circle will be sized proportionately and centered.
