Ok...I'll have a go at explaining things. Hopefully it'll all make sense. Here goes. Once you've put them in (which you say you have) open up Photoshop. Once it's up and running you'll see on the right hand side the Navigator and Info panel, underneath that you'll see the color,swatches and styles panels etc etc. Well....further down you should see History,Actions and Tool presets. Click on Actions to open up the drop down menu. You will now have to activate the action you have installed so click on the small black arrow that's pointing to the right and find the action you downloaded (it should be somewhere at the bottom). Click on it and it should pop into the actions menu.To run the thing itself all you have to do is select the action you require and then click on the plat button (the small triangle next to the record button that's a circle and new set button that looks like a folder). I hope this makes sense..I've not tried to explain things before so it's all new to me too. I've been using Photoshop for so long that I don't need to think what I am doing for many tasks...it made me have to think a lot in order to write that down ... ha ha.
