Sorry about the wait but, hey, some questions go perpetually unanswered.
Anyway, I didn't have anything to do with the tutorial but, after looking at it, it seems that the bar could be created like this:

-on a new layer, use the Rectangular Marquee Tool to make a selection in the size and shape of the bar

-You could use the Gradient Tool to make the white-grey-white color scheme of the inside of the bar, but it would probably be easier to just color the bar white, put a grey line down the middle, make sure the bar is selected (has the marching ants around it), and use Gaussian Blur to fade the colors into one another - look at the one in the tutorial to see how blurry to make it

-for the blue part, make a square selection, on a new layer, and use the Gradient Tool, set to Foreground To Background and Radial Gradient, with two shades of blue as your colors (foreground should be light blue), place the gradient in the selection so that it's dark blue with a light blue center - Deselect and use the Marquee to cut out a section that looks like the one in the tutorial then size it to fit the bar

-you'll need to copy this layer and move it over to fill up the bar - or, better yet, have several copied layers (enough to fill the bar) and you could even animate the bar filling up

I hope that helps...
