The image is kind of small, but it looks to have liberal use of the Smudge Tool and some blur involved in it with each color on it's own layer with the Blending Modes set to Multiply or Overlay or something.

I'd go through our smoke tutorial - I think the technique is pretty much the same, except that they used the liquify filter instead of the smudge tool, and then colorized the results.
