what Flare effect is this?

what Flare effect is this? Is it a brush or plug-in filter?

looks like a brush to me...although i cnat tell for sur eexactly a lot fo detail went into it

I agree.. It does look like a brush, cause they all seem to have the exact same shape.. But I could be wrong..

try devianart.....i found lots of special effect brushes there..but yea...as he said there all in same shape so proabaly not a filter

looks like they used the burn and dodge tool also to me....you could just go to filter, render, lens flare and make one you like, copy layer 2-3 times and rotate each copy till you get a 8 point shine like in the picture. Put the layers in a folder then copy the folder. Save the first folder for future use, use the second folder to create copies and flatten each set you make. After you flatten the layers, go to the dodge tool and set the opacity down so it doesnt go to white on you, then just dodge away at each start point. After you do the tips of the lights, do one large round dodge in the center of the light but at a lighter opacity than what you were using to do the dodge streak from the shine tips. (I hope all that made some sense....)

Thats some really nice work! I would assume that it is a lens flare also.
