using vector or vector shapes is the only possibility!

scaling up pixels always provokes loss of quality.
Photshop corrects it somewhat however by smoothing it out...

so... research done

Well only one way is good. Takes all the guess work out of options. XD

So how would one go about converting an existing psd/jpeg into vectors without doing it manually. D:

I apologize if theres a tutorial available on this already. >_< I must seem stupid no?

... or more likely lazy. which is half true.

no need to, PS does interpolation automatically....
converting to vector's wont solve the problem because what you get is pixels formed vectors (not rounded like they are supposed to be )

watch this movie to understand:
http://movielibrary.lynda.com/html/modPage.asp?ID=148
and then the movie > vectors vs. rasters

If you're talking about trying to scale up a photo, converting it to vector wouldn't be much help. That would work for a drawing, cartoon, etc., but you'd have a hard time making something "photorealistic" using filled shapes.
While there's really no way to upscale an image without losing some quality, you can achieve better results from taking small steps instead of one large one. Try an experiment: scale one copy of your image up by 100% (doubling it's size) and, with a second copy, scale it up by 10% several times until it's the same size then compare the two. You may find the second one to be a better one. You might also want to sharpen the image a little between steps, as necessary, to help keep the image from getting too blurry as you go.
Like I said, you're still going to lose quality either way, but a little experimenting goes a long way - you may even find a better solution and come back here to tell us all about it.

@Telos... I actually ended up downloading a trial base thing: Genuine Fractals Print pro. Great plug in does everything I wanted it to do but im bummed I cant find a torrent w/ crack or serial number for it. >_< Guess not enough artists who happen to be pirates. </3

@Nauzer... OO thanks, great page. Im a visual learner. XD how did you know! D:

damn spyware.

@Zapphnath... Thank you very much for the tips. Ive been playing around with it and with the Genuine Fractals pro try out and it really does up scale with minimal loss. But damn its so expensive. Maybe ill have to take one for the team and buy it and then release it for the world to have. XD

I thought it would be good to show what that Genuine Fractals Print pro plug in can do.

Here is the original image 475x475 pxl, a cd cover I did.

and here it is resized to be 4.75x4.75 inches(ie. 1900x1900 pxls)

Pretty decent upscale no? ;D
