Your Actions for PS should be in the Presets folder. The Presets folder contains folders for Brushes, Shapes, Styles, Gradients, AND MORE.

The Presets folder is usually found inside C:Program Files>Adobe>Photoshop>Presets

A very basic answer is this---open your image, click the action, it should start. Some actions require prep before use, others don't. Some actions will have detailed instructions you can follow as it procedds, others don't. If you are new to using PS Actions, I suggest you access the Playback Options (located in the Actions panel drop down), and change the performance setting to either Step-by-Step or Pause for... and set the number of seconds to suit yourself. Good luck.
