how to add PS actions

Well, if this was one of those 'other' forums, that has so many 'nasty' members, you might get a blistering reply for not reading your manual or checking it out yourself. But, since you are at Biorust, a nice, civil, reply, is what you will receive.

You normally will find your program actions, brushes, gradients, patterns, styles, textures, etc. inside the Preset folder, which is inside your Photoshop folder and that is usually inside the Adobe folder that is inside the Program Files.

C:>Program Files>Adobe>Photoshop>Presets>Actions

Also, if you click the tiny, right-facing arrow inside of a circle, in the top, right corner of the Actions palette, you can choose to Load Actions from the flyout menu. (Most, if not all, of Photoshop's palettes have this option).
This way, you could make a seperate folder for your extra actions, brushes, etc. to help keep them organised. Then you can just change from one to the next and your palette doesn't get too cluttered.
