Brush textures

Hey guys im really new to this.. This might have been already answered so sorry for the repeat.. But when i see pictures like this :

How do you make it lighter in some parts and darker in others? If you understand what im saying..? like in the middle is a big burst of light is that just done by changing colors? or is there something else?

could be lighting effects, or like photo manipulation.. try looking thorugh maybe pixel2life.com or do a random search or what you looking for on google..

Of course, only Hidensetsu knows for sure how that particular effect was done in that particular piece, but, as with most things Photoshop-related, there are many ways to accomplish that sort of thing.
One way could be to create a new layer, above the rest, all dark with a bright spot in the center, and set it's blending mode accordingly. (Multiply if you want to darken the rest and leave the center bright, Screen if you want to lighten the center and leave the rest dark - it all depends on the image you're working on).
Of course, this control layer doesn't have to be all the way at the top, just so long as it's above the layer(s) you want to affect.

Yup. There's no secret on it. You could do that zapphnath just said, or if you want a particular part of the image, just cut that part on a new layer, play with the layer properties, overlay, multiply, hard light, etc as you want to. In my oppinion the best is to have a layer for every group of elements you place, so after its all done you can make such ajustments. No secret on it. Hope you work it out the way you want to.

Another thing you can try is to make a layer and Color DODGE it.. that usually makes some pretty glowy light bursty effects
