both flash an illustrator have things that will turn an image into a "vector" although the illustrator one is superior in my mind. Neith of them do a really good job though I don't think.
so really.. you can't cheat

Unfortunately I have to agree with NeoLokie. If you really need a true vector graphic, then you'll have to bite the bullet and open up Adobe Illustrator or another vector program. The best way to work is to load up an image as your background and either manually create the paths, or use Illustrator CS's auto-tracing feature to get your basic path and enhance it further yourself. Either way, its a steep learning curve and will take you a while to get decent results...

There is a free app. called RasVector that does this, although the results are hit-or-miss.
You can find it at http://dan59314.myweb.hinet.net/MainEn.html

I know that there is a pretty good plugin for illustrator that'll turn you pixel based image into a vector image, but I can't remember the name. I think they used it in a tutorial I read in a magazine called Computer Arts. I'll post the name of that plugin here if I can find that particular article...

**EDIT**
The plugin is called 'Silhouette'. Check out this link if you want to know more about it. There is a 15-day trial, and after that you will have to buy if you really like it. It's nothing, just a mere $299 USD
