Here's a quick-and-dirty way: Create a new layer above the photograph. Set it's Blending mode to either Soft Light, Lighten or Screen (You will have experiment. It depends on your photograph). Set the colours to default by pressing X. Now, go to Filter>Render>Clouds. Repeat the filter until you get a good effect (Each time you press Ctrl+F to reapply the filter, you will get a different style of fog). Now, grab your Blur tool, set it to a medium airbrush and blur the layer a bit here and there to make the effect really nice. Remember to reduce the Layer Opacity to about 70% or less. Repeat the above process for about two more layers successively on top. Each time, set the opacity to about half of the one on the layer just below. The more layers you have, the better. Good luck!
