Not too hard. Make sure the image is flattened. Then take your marquee tool and draw around what you want color to stay on (eyes). Then, go to Select->Inverse and then to Image->Adjustments->Desaturate (or hue and saturation if you want to choose how black and white it should look.).

Enjoy.

An easier, yet sometimes more accurate and effective way is to desaturate the whole image (Edit-Adjustments- Hue/Saturation- Saturation-100) first. Then, look into your history tab and see where your LAST action was BEFORE desaturating the image (normally the one above Hue/Saturation). Click on the box left to the corresponding action's text- you should see a brushy logo there now.

Next, try using the History Brush tool (below the brush tool) and brush off the eye parts. This allows for precise control, but if you accidentally brushed something you want black and white, you'll have to undo.

Another way is vector masks, but the whole concept might be too complex to explain in a post's words... so for now!
