In the drop menu of your "layers" tab (or window).
You can select from all Photoshop has, but some aren't very useful.

You should just right click on the layer you want to modify and select "Blending Options." Each layer should be able to have it's own blending options.

Are the layers "linked" to each other. When you select one layer, is there a little piece of a chain on the other layers? When the layers are linked, a change to one layer, affects all layers.

Does it seem that any change in blending options affects the other layers? Maybe you're changing the Global light settings? That affects everything that uses Global light.

These are the only things I can think of at the moment.

it seems to me that you shud duplicate the layer you want your blending option on. then hide all other layers from view and blend the duplicate over the original. get the effect you wanted then just merge visible and then unhide all the rest of the layers
