Hi im new in this thngs but im looking how to make this effect or drawing :





the white/transaparent paper.

Well, it looks simply like white artwork in a transparent layer (with further lowered opacity). I wouldn't know how to make the ribbons themselves though - they are ultra complex! The artist may have used illustrator to create such intricate detail.

i agree with the above. looks like there was some fading. maybe even a brush tool?

I would probably agree with those assertions. I'm not aware of a specific brush that would create an effect like that... but if I find one I'll be sure to let you know...
