Total n00b question - using a base

I have a base that I want to use that's in jpg format. When I open it in PS7 there are no options to add layers or adjust the image in any way.

What must I do to make this "editable" in PS7?

Thanks for any replies - I'm brand new to this.........I've tried saving as a psd and no success.

what you could try is selecting everything
CTRL+A
copying the contents
CTRL+C
making a new file
CTRL+N
and pasting
CTRL+V

ACNV...it's that simple

JPGs usually work just fine, but if you are using GIFs you will need to convert the color mode to RGB before you can add new layers (it'll probably be on 'indexed color'). I dunno about different formats or progressive JPGs You can find this option in Image > Mode.

You know, when i read through this post i was wondering how she was having that problem with a jpg, because I have that problem everytime with gif's...
so thanks Man1c for pointing out a solution that's quite less time consuming, cause I had no idea that that was the reason you couldn't edit gif's (or in this case the 'mysterious jpeg')
