There's no colour scheme which will make your site zing i'm afraid, and anyone who says something to the contrary is talking out of their behinds. Effective design is a heady mix of colour complements (i.e. making sure all the colours fit together well), ease-of use issues, lots of content, and a healthy splash of individuality. Its probably easier learning how NOT to make a site than listening to people's opinions on what makes something great. Take a peek over at http://www.webpagesthatsuck.com for great examples of websites that... well... SUCK!

Well, I advise you keep clear of gimmicks like flash or JAVA plugins (unless that is the focus of your site, of course). The extra load time and lack of actual content usually drives visitors away in droves!

I cant agree with that. If you use flash properly and dont put big bandwidth sucking jpgs in it you can make it load in one nanosecond. Its a miracle of vector technology.
And java is just a big bandwidth-hog.

True, but very few people ever code flash properly - they make it take ages to load up and fill it with pointless fluff. :/

But remember Java and JavaScript are two DIFFERENT things. You'll want to stay away from javascript in general too, as it is not very accessible (although there are many exceptions to this rule).
But to answer your question, IMHO a GOOD website has clean, structured code (Try to aim for atleast XHTML 1.0 Tansitional), is usable (go read the books "Designing Web Usability" by Jakob Nielson, and "Don't make me think" by Steve Krug), accessible (read http://www.joeclark.org/book/sashay/serialization/ ) has a clean look (browse the sites around http://cssvault.com) and presents itself in a proffesional way.
But, that's just my opinion. Whatever.

Sites load quickly the second time because all the files used are stored on your harddrive. That way you don't have to wait to download them again. That's why they display fast.
Parasnake, you'd love http://netdiver.net/ and http://k10k.net/ plus i might as well throw in http://csszengarden.com

you don't need to code temporary internet files. It's a part of the OS.

Temporary Internet Files are created by your computer, not by a web site. When you goto visit a website it stores certain information about that site in your cache. So that when you visit it again it will load quicker. Google loads fast because the designers who made the current version made it load fast. I obviously don't know the details but between their skilled programmers and their most likely high quality servers they have a fast website.
Gamefaqs most likely also has optimized coding and fast servers.
They only information that a website may store on your computer is a cookie. Cookies are designed to store for storing things like settings and login information. They be set to last for a finite amount of time or and indefinate amount of time.
Hopefully that explains some things.
