The Vector Tool in Photoshop is called the Pen Tool. It takes quite a bit of practice with it to get good with it. Try a google search or a search on www.good-tutorials.com on pen tutorials.

It is a very powerful tool. Though I am not actually sure if it is a true vector tool or just a pseudo one. Either way, it works to make nice graphics.

If you truly want to work with vectors though, you should download Adobe Illustrator.

I agree with GoldNetX on this one - the pen tool is as near as you are going to get to a true vector approach in a raster-based application such as Photoshop. Nevertheless, its still quite powerful and can easily be adapted to let you do simple designs, etc. The moment you want to go into 3D masking and stuff like that, though, you'll need Illustrator.

I'm not quite sure what you are referring to there... would you care to elaborate? or is it just a spelling/grammar error? ;}

I intend to elaborate in a tutorial on the subject soonish. Illustrator has tools allowing you to create 3D-style meshes of vector objects. It murders your CPU, but the results are just dreamy!

Ok... that's what I thought you were talking about. Illustrator CS has that, but I've never seen it referred to with the word "mask" before.

You can probably attribute that to my sleep-deprived and half-dead state...
