Here are a couple of tutorials for creating sunbeams, which you might be able to adapt:

How to Break Sunlight Through the Clouds - PSDTUTS

and here is a tutorial that gives an "underwater" effect:

Underwater Room in Adobe Photoshop

Mix and match these techniques and I think you'll be most of the way there.
