Im there with you synthetic...I use dream weaver all the time, its really handy that it is compatible with all the extensions from adobe as well, so that a big plus. Another great thing about dreamweaver is, is that it can be as difficult as you want it to be. the tooltips can be really handy, and are great for speeding things up. At the other hand there are a lot of extra almost never in use options....

Back on topic, I would recommend her 2 things. The first thing is to get an version of dreamweaver(she might want to pick 8 instead of CS3 because of the costs), its really handy and it has a wysiwyg part to it.

The second thins is, that she pays a visit to W3Schools Online Web Tutorials To get some knowledge about HTML(she should do the whole HTML class kinda thing)
