are you looking for something free, cheap or retail?
I use Dreamweaver exclusively myself. I like the split code/design view and the code it generates is much less bloated than say Frontpage or GoLive. Plus I like the way it handles the files with FTP etc.
I must add though... try to get her to learn at least some HTML... there are plenty of lessons and guides on the net for this. There are many times when tweaking code is going to be needed no matter what program is used (mostly for aesthetic reasons) and knowing what is going on in the code will help her dramatically.
I just can't imaging building a website without good HTML understanding unless a person is using templates where its just a matter of replacing graphics and text. But there could be new web building apps on the PC side I am not aware of that simplify things more than I am used to seeing.
