I don't think that voting has completely no use, but I am afraid that it will lose it value more and more. Here in the netherlands, only 51% of the people showed up to vote, that means that a big part of society is unrepresented in the government....
Also if that percentage went under the 50% than there would be completely no use, as the bigger part just doesn't care. If that happens, the government could just stop with the current voting system....which is pretty bad for us.
But I don't believe that we live in an dictatorship, if it is an dictatorship, than what the hell was sadam doing??
