From the attachment you posted it certainly looks that way. It's the same with Hotmail - you have to subscribe to Hotmail Plus to be able to connect to Outlook or Outlook Express. The trouble with free email clients is that you get what you pay for...

I guess you thought wrong. Maybe you should look for a different webmail provider? Or you might want to look at using Mozilla Thunderbird in preference to Outlook Express - apparently there are Extensions and Add-Ons that help with accessing webmail:
