Just to clarify Photoshop does indeed have good vector capability in the form of the Pen tool, Freeform, Add and Delete anchor points etc. Provided you save your file with layers and as the native .psd photoshop file the vectors will stay intact.
Your vector work can then be exported to illustrator by selecting
File /Export /Paths to Illustrator...
