ok. use the shape maker tool (its probably th erectangle below the text tool)
right click the tool and select the rounded rectangle option.
click and drag to select the area.
right click and select "make selection" with a feather radius of zero
you now have a selection of a rounded corner rectangle.
select edit>stroke> ...... you know the rest.
the shape tool also has a stroke option but it seems to be more of a pain in the butt because i havend found a way to get rid of the underlying shape without converting it to a "selection"
