Make a new layer below your original and fill it with white
Draw a jagged line across the page on the top layer with the Pen Tool, then connect up the path outside the bottom section of the layer
Press Ctrl+Enter to convert the path to a selection
Press Delete to remove the lower section (below the "tear")
Add a Drop Shadow layer effect to the top layer
