antoher quick thought.
use a square brush. and set the brush spacing for 250% or so. then using the shift key to keep your lines straight, paint a line. the line will come out dashed.

you could also stroke a selection and use the same techneque as an eraser after highliting the newly stroked area. make sure to specify a new layer before stroking tho.
