For vector illustrations, I think you're better off using Adobe Illustrator if you have it, since it's purpose is for vector illustrations, unlike Photoshop. The one thing you can do in Photoshop before beginning the vectorizing process is to use the Cutout filter. The result will help you trace the shaded areas.
