"Export paths to Illustrator" results in an Illustrator file that has paths with no fills or strokes, so there is no color or image data, just spines. You've obviously not opened the exported file in Illustrator ever. And if you had no problems with printers, then they were rebuilding your file, at the very least, re-coloring it.
Again, Photoshop does not output suitable vector formats for Flexi as well as many other things. Photoshop is NOT and never has been a vector application. It merely has some rudimentary vector tools.
I realize many, many people really want desperately to think Photoshop can create vector content. However, it's absolutely nothing compared to a true vector application.
