The format of the DVD you use (+R or -R) is dependent on your DVD writer. Older DVD writers tended to be designed to write to one or the other, but most modern DVD writers/rewriters will happily write to either.
All you need to do is burn your JPGs to a data DVD (as opposed to a DVD-Video) the same way you would burn any other files, and you should be good to go. You can do this with Nero or Roxio or whatever software came with your DVD drive.
