Yes. If you put them in any folder other than the default ones (
C:\Program Files\Adobe\Adobe Photoshop xx\Presets\Actions for actions and
C:\Program Files\Adobe\Adobe Photoshop xx\Presets\Brushes for brushes), they will not load automatically when you start up Photoshop. You will need to Load them whenever you want to use them, though.
