Are you getting an error message when you try to reinstall? If so, what is it?
As agentxi has said, there are lots of other web design apps around that you might be able to use in the short term - some are even free:
Free HTML Editors, Web Page Builders, Web Editors and Web Site Builders (thefreecountry.com)
At a pinch, and if you are feeling particularly masochistic, you could even use Notepad.
