25% price cut might be a bit misleading depending on the print method. While it might be a price cut for the ink, the paper costs and most of the press setup fees would be the same.
My guess is this would be a pretty small run so the cost difference in going with CMYK might be negligible, but as pgmedia mentions you can really get colors to jump out by using PMS colors instead of CMYK *then again it potentially adds another level of headaches to the process and might take more time to re-work than the money you'll save).
Either way it might be worth exploring tamlin.
