What version of illustrator have you got? cs2 and up you could do a live trace, and that would be the easiest solution. It's quite a complex image that it would be time consuming to manually do it.
So you could go up to live trace, settings at color. I fooled around with it and color 75 works nicely. And then you'd probably have to retype the text to make it clearer. And that would probably suffice.
