if you are meaning by "sub-forum" as in creating a new section in the forums kinda how biorust has "General Community Forums" and "Graphics Software & Support" then you log into the "administration panel" and once you are in the admin panel click on "FORUM ADMIN>Management"

and in there you can add new sections and categories, etc. I suggest checking out the support files
