i dunno, have you looked for tutorials?
it would take a lot of photo manipulation on this one, Only because wet hair changes physically, it usually clumps together more, while sticking to the body, looking more slick and darker.
I think I would probably darken the values of the hair color, and strengthen the levels/curves of the hairs natural highlights.
as for physically changing the hair to wet clingy hair, I would probably find some photos of wet hair that's similar to what you want, and just copy/paste with a side order of clone tool...
but as for a step by step, I have no clue...
