Hi Tony,
Can you be a bit more specific about what you're trying to do, what doesn't work and in what way it doesn't work (i.e. is a tool just not doing anything at all, or is it doing something unexpected?). Maybe attach screenshots, or even the PSD that you're having trouble with? The more we know, the more we're likely to be able to help.

PS: I've just done a bit of research on this. The first thing to check is that you've got the latest version of CS2 - apparently, the original Version 9.0 has some issues with certain video drivers that caused some of the tools not to work. Which version do you have? (To find this out, select Help > About Photoshop). If you've got anything less than Version 9.0.2 I would recommend you install the latest update.
