SuBSURF problem

Hi I'm new on blender, I had some trouble understanding things but I manage until now, I tried every where on blender but I can't find the Subsurf and I have BLENDER 2.45, maybe it doesn't come with it and I have to find somewhere else ?
I know it's suposed to be in the "mesh" but it's not. so please can someone help me ? Because I can't do what I want without it.

thank you ! that's was the perfect thing to show me !I had to activate it, and by reading the page and after doing "shift +O" it activated it , so thank you.
