hi

go to tool box and click on rectangular marquee tool "dotted line square" a box will be shown at the top "feather" enter a a number anywhere from 0-100px or more

put the marquee tool around the pic you want to feather

then edit>copy
then paste and you will have a feather outline

turn a picture into a photograph go to filter and there is lot's of option's to help you.with different effect's
