just click on the
Quote button at the bottom of the post you want to quote. This will open up a
Reply To Thread box with the selected post already surrounded by QUOTE tags. You can then edit it to cut out any bits you don't need.
If you mean like this:
just highlight the text you want to quote in the
Reply To Thread box and then hit the Quote toolbar button (the one that looks like a cartoon speech bubble). This wraps QUOTE tags around the highlighted text.
