There is no set default location for frames/edges like there is for brushes, actions etc. Just make a folder on your hard disk and store them in there. When you want to use one, open it in Photoshop as you would any other file, then drag it into your image as a new layer. Use the Transform tools to resize it to fit, if necessary and play around with the layer Blending modes.
