But speaking of practice
When I was a kid, as in around 7 to 8, my mother gave me this splendid idea on how to sharpen up my drawing skill. Maybe this method could you give a start.
You need tracing paper or white paper. Practice to trace pictures as in put tracing paper on top of a picture that you would like to trace. That will help to give you a 'warm up' on hand control, accuracy and many more. I used to trace a lot of pictures from simple pictures to pictures in encyclopedia.
So practice on tracing a simple Manga character. Once you managed to master it, try to draw that character again. But instead of putting tracing paper on top of that Manga picture put the Manga picture beside you while drawing. Try to trace with accuracy. Once you master that try to draw a Manga character from your own mind. Just remember how a Manga character looks like (with accuracy) and let your hand flow gently on a piece of a drawing paper.
Practice.
