Hmm...you seem to have followed all the steps correctly, although I hardly ever use Flash so I'm by no means an expert. Your interface looks slightly different to mine, though, so I can't be sure (I have Flash MX 2004). Anyhow, here's a link to the FLA file that I created (I used one of my own photographs):
