Active Desktop was supposed to be a way that Microsoft could brand the users computer.. by having Microsoft add news and other information ontop of whatever wallpaper you used.. quite sneaky, although it was never really made into anything.. I suppose Microsoft now has enough information on users through the OS that they dont need to make you do something to give it to them...
