You can't just take any random image and turn it into a style. A style consists of one or more preset layer effects (such as Drop Shadow, Inner Glow, Bevel & Emboss etc.). You could use an existing image in a Pattern Overlay layer style, but you'd need to define it as a Pattern first (Edit > Define Pattern...)
