You're certainly on the right track, but if you want to animate your final image you'll need to put it into something like ImageReady - or even create it from scratch there. I'm no expert on ImageReady, but I believe you can use your Photoshop brushes in that application.

Other ideas: you might want to move the whole image very slightly for a couple of frames to get that old movie "jerking" effect. Also maybe put a couple of blank white frames in to give it a "flickering" effect?
