If both your source and target images are GIFs, you can't just drag across the whole image with the
Move tool - you have to select some or all of it first (use
Ctrl+A to select the whole source image). You also need to be aware that when you drop your source image into your target, it won't create a new layer, so you won't be able to reposition it once you've deselected it.
If your source image and your target image are different types (i.e. one is a GIF and the other is a JPG or a PSD), once again you have to make a selection in your source image. If you drag a GIF into a JPG or a PSD, it will appear on a new layer.
